During the RNC in NYC several years ago they deployed a Surveillance blimp to keep tabs on the demonstrators etc. So I think congress might want to ask questions about aerial surveillance vs. just drone use.

For me, that's not the point.  FTFA:

"At Wednesday's hearing, Grassley asked Mueller whether the bureau has developed a set of policies and procedures establishing the "operational limits" of its drone use on American soil.
Mueller responded, "We are in the initial stages of doing that, and I will tell you that our footprint is very small."

"We have very few, and of limited use," he added, "and are exploring not only the use, but the necessary guidelines for that use.""

By their own admission, they have no policies, no procedures, no guidelines for their use.  That's what's troubling, along with the (to me) obvious conclusion that there's no oversight.

Because they're small, fly at a much lower altitude, and are relatively inexpensive to operate which allows them to potentially be used on a much wider scale than manned aircraft. I doubt that they carry FAA tail numbers either, making accountability that much harder.

The day will shortly be here, if it isn't already, when all urban areas will be videotaped in high resolution 24/7 from surveillance aircraft or satellites. I've seen demonstrations of such a system in which individuals are identifiable or nearly so. It'll be essentially what London is trying to do, except they won't have to carpet a city with a gazillion individual cameras and there won't be any uncovered areas.

Helicopters can operate at very effectively at a large range of altitudes and small fixed wing aircraft can operate in most conditions at a couple hundred feet. The FBI says that the FAA has OK'd all the flights so far.  I'm having a hard time thinking of reasons why the FBI shouldn't use unmanned aircraft to, as an example, stake out a building(with a warrant of course) or to pursue a suspect. If they're peeping in windows at night or abusing them like some law enforcement agencies have been doing with GPS tracking devices then that's a problem but it's a problem that's hardly unique to drone aircraft and one that needs to be addressed in a wider discussion about an individual's right to privacy.

There's a world of difference between armed remote-control aircraft being used to kill people in foreign countries that we are not at war with and the use of remote-control aircraft here in the US for entertainment, for competition, to take mapping or survey photographs, to deliver pizza, or to take photo/video of a crime scene.

What the loonies in the media and Congress are doing very successfully right now is attempting to take the legitimate moral ethical and legal outrage over #1 and transfer it to #2 because it's the FBI and that means it's Obama and he bad.

No citizen of the United States has any legitimate reason to object to the FBI using a remote-control aircraft to take photos of, film, and otherwise provide situational awareness of a crime scene.  It's a 100% legitimate investigative tool and unless it somehow interferes with the FAA's flight paths (unlikely) it is 100% legal as it is currently used.

So go take a cold shower and rub one out on some Ayn Rand books, Mr. Tea-Bag idiot, there's no story here.
