More like an excuse for creative paperwork.  Smuggle out the newest 100k rounds, blow up the obsolete stuff, and claim that the entire depot was destroyed.

From an updated link on Rianovasti: More than 1,400 personnel and over 220 units of machinery and equipment, including eight aircraft and two firefighting trains, have been deployed to contain the fire and explosions, the ministry said. There are plans to use four helicopters.

I wonder if they're using their cool new remote controlled firefighting train

Probably no conspiracy.  The Russias are hardly known for their quality control in anything, except maybe their gulags.  I would not be surprised if some drunk employee started a fire to stay warm or cook some food.

Actually, if the handful of websites I've seen are meaningful, the price of the stuff that I buy has gone down to the point where it was at the start of the Great Panic, the exception being 22LR which costs about twice what it should and is still like hen's teeth.
