Say hello to Fluorescein  it is commonly used by environmental geologists for tracing ground water, underground springs, etc. Its biggest benefit is that it is relatively non-toxic (if its in a neutral sol'n unless you are allergic its non-toxic) as long as you aren;t the type that considers anything synthetic as toxic. Heck the stuff is used in eye drops for eye exams. You don't get much less non-toxic than that.

Considering they're putting it into the sewer water, which is non-potable, why does it matter if the dye is safe to by the cup-full?

If you haven't already, you should play the video game (not Sanctum of Slime, the other one).  Really good continuation of the story, the gameplay itself is lots of fun (the ghost-trapping mechanic makes it a lot different than other third-person shooters), and they got most of the cast back, even if Bill Murray totally phones in his lines.

City of Billings was using it to check out where a couple of storm drains emptied near a park and it ended up paining a good number of duck asses and heads bright yellow.  Since this area had a major traffic/duck problem, most of the residents thought that the city was capturing and painting the ducks yellow instead of putting up duck crossing signs.  The calls into the city for the next few days were intertaining to say the least

One cold winter night my brother and his friends were doing a scuba dive in the discharge cooling water from a nuclear power plant.  (water was perfectly safe and clean, just nice and warm.).  After their dive, they noticed some fisherman launching a boat at the ramp.

One of the divers took all their light sticks and cut them in half and poured all the green light fluid into the river, then shouted "Look! Look at that green stuff in the water!!!  It's coming from the nuclear power plant!!!!

The fisherman put the boat back on the trailer and left.  Good times.
