Unfortunately stupid people think 911 is like a help desk. They think you call them for whatever problem you are having.

Hamburger not made to your specifications? Call 911.
Stuck in traffic? Call 911.

One night I had no water pressure, and then I noticed that the water main at the entrance to the complex had been hit and was spewing water.

I tried to call my landlord, but the only number I had was only business hours. No emergency contact.
Next I tried calling the number listed for the city water service. Only business hours. No emergency contact.

So, as hundreds of gallons a minute spewed onto the road I gave 911 a single call. It wasn't my problem anymore.

I think this may be someone with poor problem solving skills.

I ran into a lot of people like this when working for a housing program some time ago. One lady called her caseworker because her apartment was on fire. The case worker had to tell her to get her and the kids out then call 911.

You'd be surprised that the first call many people make is to their insurance company.

They don't shut off the water.....they don't call a plumber.....they don't try to mitigate the damages......they wait for the insurance adjuster to call them which could be hours or a day later.  Then and only after the adjuster tells them to do something to stop the water, like turn it off or get a plumber do they actually do something.  They let a few hundred dollar loss turn into a multi-thousand dollar loss.

/stupid is not an exclusion....but sometimes, it should be.

If you are in an apartment or condo.....

1st....call the apartment service - leave an urgent message.
2nd...if the on-call apt. mgr does not return your call, call a water mitigation company like ServiceMaster  or ServPro or something like that.  They'll fix the problem mitigate the water and bill the apartment or condo.  Hopefully.

Still shouldn't be calling 911. You can call the police department directly for non-emergencies.

Idiots. I always call 1-800-ASK-GARY for all my problems. Sure, it takes a little longer to dial, but your not going to get a visit from the cops over it.

It can be a biatch to find out who to make emergency calls to for a lot of utility types.

For example, if you're trying to report a downed power line to Centerpoint Energy in Texas, it's a freaking biatch if you don't have a phone number or customer ID number in their system.

People are unable to take care of themselves....you try to help them by giving support
People depend on you and become even less able to take care of themselves....you try to help them by giving more support.

Rinse.  Repeat.

If the government is willing/forcefully providing food, shelter, health-care, and education.  In most places, transportation too.  So, I mean - it's reasonable to expect all of THOSE things to be provided, but not a plumber?

I can see how she might be confused.
