I think it's beyond this - the transcripts probably show fairly conclusively that the scandal he is trying to peddle is bogus, and now that he's spent so much time pushing it he doesn't want it to come crashing down. Hence his release of selected excerpts out-of-context that look damaging.

I remember that trick from debate - the ellipsis would be used by unscrupulous people, who would use a line like "...studies have shown that X is true..." as part of their supporting material, but don't disclose the fact that the full quote was "A number of now-discredited studies have shown that X is true, but they ignored variable Y, which resulted in an improper correlation being made."

One of your jobs in debate was to know the major references on both sides so you could bring up the real quote in rebuttal. Here, Issa, as chair, officially has the sole right to release the transcript, but he's doing so solely for partisan advantage. A year from now under a records request when he's already done all the fundraising and ginning up of outrage he can do on this, he'll release them all quietly but no one will care anymore.

He'll release all the transcripts only when he's found the smoking gun that justifies his witch hunt. If he doesn't find it, he'll release the transcripts when the sheer bulk of them allows him to hide or ignore the fact that he didn't find anything. Doesn't matter if the transcripts are released or not. Issa is going to get away with everything. This is a new game I've noticed form the derp brigade. Glen Beck does it almost monthly. They start by prattling on and on about this shocking "evidence" they have that is finally going to bring Obama down. They keep building anticipation for the big "reveal". Now you're a reasonable person and know its all BS. But that does not matter because it gets the mouth breathers going. They don't have any facts so they speculate. Then that turns into the white noise that generates all the anger and outrage in the right wing echo chamber. These transcripts could totally destroy Issa's little investigation, it simply would not matter because the true "conspiracy" is going to end up in your email a few months from now the a subject of FWD:FWD:FWD:

We must immediately have investigations every week about his actions and anything bad that happened must clearly be that he is working for some foreign power to destroy the country so we can shoot him for treason. It is the only way to stop the most despicable evil acts of enemy agents out to undermine the country.

Cummings, who asserts that there was no White House involvement in the IRS targeting, said he would release the transcripts by the end of the week or on CNN with Issa.

"Chairman Issa changes his mind so fast that even when I agree him, we're not on the same page," Cummings said. "I fully support responsible oversight, but cherry picking transcript excerpts to fuel partisan and unsubstantiated claims is not a credible or effective way to investigate."

Issa responded in his defense, saying Cummings was "playing politics" and accused the representative of shielding Obama and his administration from investigation.

But early in the morning of September 7, 1982, the offices and factory of Quantum and Steal Stopper in the Cleveland suburb of Maple Heights caught fire. The fire took three hours to put out. The buildings and almost all inventory within were destroyed.
