I don't know about the UK, but in the states you can't fly a balloon after dark without using special warning lights.

Maybe Gallifreyans have finally realised that their aerospace vehicles need anti-collision strobes on the bottom of the fuselage, not just the top.

No kidding. There's some dark stuff in DW, which is one of the things I love about it. Surprising amount of body horror, too.
