So if this snake was roadkill... some do-gooding motorist or pedestrian saw this dead beast on the road and said "well, we can't just leave it out here, where people will keep running over it.  Let's plop it in the nearest trash bin!"

Does anyone ever do that?  Or is it more likely some POS owner decided to kill it by running it over, then dumping the body in the trash?

See, these are the kind of posts that make me feel out of place on Fark. Maybe I'm an optimist. That was your reaction, my guess was that it escaped and someone is mortified that their beloved pet that went missing is now on the news, dead..

Your reaction was my reaction... until I thought about the likelihood of some Good Samaritan dragging the snake carcass off the road and throwing it in the trash.  The other possibility is that maybe the boa was exceedingly brilliant and knew enough to crawl into the trash bin before it died.
