Don't be silly submitter. In the US we prefer to infect with diseases and then test dangerous trial drugs on orphans as it more profitable than just raping them. The rape is just an added bonus.

Children were physically and mentally abused for decades at a former Austrian children's home and city authorities knew about it but did nothing

The violence went beyond the severe education techniques of the time and clearly violated regulations on children's homes which forbid beatings, Helige said, confirming that rapes also took place.

"The suspects broke in from outside or gained access to the dormitories with help from the nurses,"

The thing that always gets me in these cases is that it is known and yet it goes on and on. I keep trying to put myself in their place but I just can't see myself doing nothing. Could you?

Yup, and I don't want to live in a country where spending TDY advance money on strippers and hookers is a bad thing.

So this place closed 36 years ago and this is just coming to light now?  Sounds like the makings of a new horror flick or bad Sci-Fi series

Organizations are far more likely to demand loyalty from their members than legality, integrity or decency, and most people are okay with this.  I think that Milgram, Zimbardo, the rank and file at Enron, et al. would corroborate.
