I didn't read much of the story, but I can see where the DSS might start an investigation, and find no merit to it right off the bat, so they don't follow through or they de-prioritize it to the bottom of the pile where it gets left and is eventually ended by someone in authority.

But still, I'm sure this relates to Worse-than-Watergate Benghazi.

This sounds more like inter-departmental pissing matches more than anything else. IG investigates wrongdoing (drug use, frequenting prostitutes), DSS catches wind, says "we can handle disciplining our own, butt out" and then gives out slaps on the wrist for making them look bad. Stupid? Yes. Should be handled better? Absolutely. Scandal? No, not really.

It could simply be that investigators were being assigned to the cases their bosses wanted them to work instead of the ones they wanted to work, or wanting to confront the suspect and encourage them to retire in order to avoid bad publicity or save the expense of a disciplinary process.  Who knows at this point?

All of these "scandals" have been bullshiat; granted, there have been some actions which I don't like, but scandal?  Yeah, no.

On the other hand, while it's nice to see "the news media" actually pursuing possible shady dealings by an administration, it would have been real, real nice if they were this interested in getting-to-the-bottom-of-something, oh, say, about ten years ago?
