I mean, fer franks sake, my high school had the "big old bowl of condoms" that these guys are saying is impossible.  This was in a public school in a town of 15,000 in western Kansas in the early-mid 1990s.

We've regressed so far into puritanism that something that barely raised eyebrows 20 years ago is now apparently unthinkable in a left-wing bastion like Boston.  WTF, America? WTF?

I spent yesterday volunteering at a Planned Parenthood info table.  Part of what we did was give out PP swag - information packets, pin-on buttons, stickers, condoms, etc.  My fellow volunteer was the one who kept remembering to say, "Now, don't put the buttons and the condoms into the same pocket."

Actually, after now having skimmed the article, this particular "program" seems possibly a bit intrusive:

Students must receive counseling about safe sex practices before receiving the contraceptives, notes a stipulation in place at high schools that currently dispense them.

Either they just mean instead of stuffing huge popcorn bowls with condoms outside of Mrs Soggybottom's third-period English class, they'll incorporate giving a "goodie bag" of free condoms at the end of whatever sex-ed programs currently being offered at the HS level, OR they're forcing the students, should they want free condoms, to declare themselves and enroll in some other contraceptive-focused class or private counseling. If it's the latter, that's kind of weird and uncomfortable; outside of my peers, I really didn't want my teachers and other school personnel to know a f*cking thing about my sex life.

I remember being 18 and going to the drug store in my tiny little town to buy condoms before a date with my 16 yo girlfriend and standing in line next to her aunt. I had no problem putting them on the counter with a grin.

She gave me a dirty look but the gfs dad never found out.

Darn.  When I saw the cool tag applied to high schools I was hoping maybe we had a greater than 70% competency rate in basic math and reading skills.  Or maybe graduation percent was increasing.  But no...passing out condoms...again.  *sigh*

I'm just gonna come out and say this :

I think teens should have sex.  Probably most of them should be having intercourse by their junior or senior year. Put 'em all on the pill and give 'em all monthly shots of penicillin. Set up sleep overs between homerooms. Let them peer review each other. Knock the wall down between their showers in Gym. Make Kegel Exercises and all kind of sex-related muscle exercises a unit in gym. Add Style, technique and pleasure sections to the 'public health' sex ed classes. Give Makeup, fashion and hygiene lessons. Let those who get pregnant stay in school, make 'em bring their babies in - and breastfeed in classes. Call out the baby daddies and have 'em change the diapers on demand in class.

I think if everyone had a lot of sex with people they knew in HS they'd make a lot better decision about dating and relationships in college and for the rest of their life. Sex is what most of the rest of your life is about, and the desire to stifle it among teens.

IT IS ONLY AN ORGASM, PEOPLE!
