This scandal is predicated on the perception that the IRS is not just responsible for collecting tax money, but has complete access to that money and is the first middleman in the process so anything it does is taken directly from taxpayers instead of it being an agency with an operating budget and a certain amount of money for certain purposes like every other agency in the country.

If you think this is a scandal beyond just something vaguely silly and slightly wasteful, you're an idiot, because the only way you could reach that conclusion is if you literally thought the IRS gets all the money from taxpayers in big dollar sign bags in their office, and they took cash from those bags to do something vaguely silly and slightly wasteful as opposed to using their operating budget like every other agency in the country.

I have tried but failed to get this to be a thing in my office. Apparently some people have a problem with flying objects around racks and servers. I say those people are doing it wrong if they think foam arrows can damage anything.

I'm pro-tax, I'm pro-IRS, I think the IRS employees should be able to attend relevant conferences, and I think if they really did spend $60,000 to make 2 videos, someone should be fired.

Because the economy is improving at a decent rate, even in the areas (like housing) that the Republicans like to point to as Obama's "failures". If Republicans want a shot at the White House in 2016, they HAVE to tear down Obama, or his endorsement (coupled with his popularity) will be a big boost to the Democratic candidate. If the Democratic candidate ISN'T a cardboard cutout like Gore, that means the Republicans are farked.

$60,000 for a couple of videos might not be that bad.

Good quality professional trainers usually make anywhere from $600-$1200/day of training, plus travel expenses (flight, hotel, rental car, per diem). So a 3-day training session might cost $6000 for one instructor, $10,000 for two... you get the idea. And depending on the nature of the class, it may only have 24-40 students for that amount of money. So to schedule enough iterations to train all the necessary employees, instructors might receive a government contract worth $100k+ per year.

Weigh that against the cost of video production. It's hard to make a video that is interesting enough to keep students' attention like a live instructor. Most videos are real snoozers... you nap or play on your phone while it's showing. So if the IRS is spending $30,000 for a video that might be good for 3-5 years, and it actually meets the same training objectives as a live class, they could be saving taxpayers a couple hundred grand.

The only problem you have is that the people who request the training rarely get to choose who gets the relevant contracts. There's just as good a chance that this $60,000 was a complete waste as it was a good product. But then again, a couple of $250,000 contracts could have been just as wasteful.

Professional A/V services will cost you upwards of $200 an hour and far more, depending on the production.  If it's a small team of A/V people they "head guy" alone is probably pulling $40+ an hour, then an assistant or two at ~$18, equipment rental cost, lighting, probably an audio guy @~$25...
-and those prices are low quotes.
