It presumably means not mains water but water that is stored in the tank. This tank water would be the same water that would go to the toilet and the faucet next to the toilet. Legally it cannot go to a kitchen tap as that has to be direct mains water in HK.

Toilet water in HK is typically salt water. If you were drinking it, you'd know. Almost certainly this is mains water, just mains water that's decanted in a disgusting bathroom.
