neutronstar: Here comes all the 'back in my day' posts. The point is that the girl was not only inside a dog crate, but was also on the freaking turnpike. This isn't like they were just driving down to the grocery store doing 35mph. This was the highway doing 65 and they had their daughter inside a crate.

Freeways are a lot safer than surface streets, on a miles-traveled basis. I don't imagine it was super-pleasant back there with the wind and whatnot, but I've ridden on the expressway in the back of a truck; it's no worse than riding in a convertible with the top down. The cage just makes it safer; she won't get thrown out. Assuming it's one of those bolted-to-the truck cages that people put hunting dogs in. Usually those fill the whole bed.

CSB: my wife and I were driving in Middle Georgia when we overtook a pickup truck with a big dog cage filling the bed, inside of which were two good ol' boys. Just as we started to pass, they suddenly got into a fistfight. I nearly drove off the road laughing. Most redneck thing I've ever witnessed.

I'm not saying that this is right or anything, but how many people here remember riding in the back of pickups, station wagons, and suburbans as kids? How many remember the seat-belt being used as punishment?

I note that the PA State Troopers just alerted the Millvale police, as opposed to catching the truck on the turnpike.  I supposed speeding tickets are still a higher priority than the welfare of children for them.

/never gotten a ticket in PA, but not for lack of the PA State Troopers trying
