You're misinterpreting public disinterest as government secrecy.  The launches make local news and aviation/space news, but nothing wide-spread because most people don't care.  You'll notice that there's nothing about this launch on CNN.com, but there's a story about it's launch delay on Aviation Week.  This is normal; the general public does not care about the launch of yet another commsat.  The only thing unusual about this launch is that subby thought up a somewhat clever headline that got green-lit.

And just because the press releases say "classified payload" doesn't mean the public wasn't notified.

I saw that rocket launch Friday night, around dusk. The contrail looked cool as shiat against the sunlit clouds.
