I've recently rewatched that movie and determined it has about four scenes worth a damn and a plot that makes so little sense it only works on drugs.

There are often calls where one is recommended not to have lights or sirens on within a certain distance of the scene, but where the officer still needs to get there quickly. Also when supervisors are responding to backup requests or while doing a passby. That's a policy many departments have where if a stop is made by one car, dispatch will try to send another car over within a few minutes just to roll by to make sure everything is in hand. Those are also instances where getting from A to B quickly is important, but rolling the whole time with lights and/or sirens on is not practical.

Ah. The Roger Waters school of thought. Kinda makes sense. Or give the power to someone who knows how to use it. My previous boss was awesome in that regard.

I have a new boss that is a bit odd. He tried to bring changes to the team and we just shut him down. Hell no, we said. He wants this power but there is no way he is getting any unless we let him have it. He tried the old but MY boss wants this. Nope. Didn't happen.

He wants the power but we prevent it. Kinda cool actually. He does fark with some of the team but leaves me alone. I kinda set him straight on that early on.

He asks me to do something. I say ok. Team player and all that rot. Why isn't this other something done? Because you asked me to do something else and I only have so much time in the day. Hmmmm.... ok.... carry on.

So he wants control but we don't let him have it unless it seems like a good idea for us.

tinfoil-hat maggie: Well while good advice I don't write like that and well to poor my heart out and call it fiction ,well ,naw I don't think I could do that my main block with shering anything I wrire come from a teacher hell I got an A + on it but got called out in the hall to discuss it since it talked about drugs and violence.

Doesn't really sound like 'auxiliary police' but it sounds like they just gave a bunch of kids some uniforms and cop cars. I'm an APO in NY and we go through a full background investigation as well as 150 hours of training as Peace Officers and don't have these shenanigans happening.
