Trains can impart a huge amount of kinetic energy into things they hit, so I can accept a small overpass not being able to withstand a train. Based on the overpass in question (article with picture) it doesn't look substantial enough to absorb the impact from a freight train.

A road vehicle being able to trigger a complete structural failure on a much more substantial bridge spanning a river, on the other hand, is shameful.

No, actually the physics won't change. Be it a train, semi, or asteroid, they all have kinetic energy while in motion that can be calculated the same way.

Because bridges frequently take hits from oversize road vehicles without collapsing. Damaged to the point of requiring demolition (pictures of excavator booms exceeding bridge height come to mind), sure, but "whoops bridge fell over" is less common than actual bridge strikes. If every bridge that got hit fell down there probably wouldn't be any bridges left.

I'm shocked that they don't collapse every time when the non load-bearing parts are hit. That is farking amazing! It is almost like the support struts perform a different function than the deck. If every bridge that got hit was hit on the support struts it would be a very different story.

Well, there is a bridge locally on I-80 that was struck on load bearing structure by a semi that didn't collapse. They didn't even close the freeway when it happened, just repainted the bridge a while later since a fire left it looking less than optimal. But I will grant you that we have seismic codes to consider that result in different building practices than places that don't have to consider such things.
