They probably would have filmed it in DC like the police cars are marked, but DC has way too many black people and everyone knows black people should not be in any sort of hero/action movie! DC should be full of white politicians!

A somewhat more serious reply (having lived in Cleveland when they were filming that Spiderman movie with Sandman):

Cleveland was a big and rising city in the first half of the 20th C., so it has a lot of buildings in downtown with the same architectural style that you'll see in parts of other cities that were built around the same time (i.e., it can stand in for New York, after some judicious CGI).  Likely, the city is giving more tax credits for movie production, so the cost of making Cleveland look like New York or DC is less than trying to make Toronto look like those cities.

Cleveland has also depopulated by about half since those times, so, yes, you really can shut down major thoroughfares in downtown Cleveland for weeks at a time to film your big fight sequence, and  no one will care.  Close E. 9th Street during business hours for a couple weeks?  Whatever.  How about Superior, too?  Have at.

I think the Avengers filmed for several weeks in Cleveland to simulate New York around Park Avenue and 42nd Street.  They also filmed in New York, but that was only for one weekend, and in Central Park, because you can't shut down Park Avenue and 42nd Street for weeks at a time.  New Yorkers will loudly biatch about that if you even think it.

I grew up in Hammond, IN where A Christmas Story takes place. They filmed that movie in Cleveland in the early 1980s because Hammond was too run down to pass for the '30s or '40s. I used to visit family there every year when I was a kid and thought it was a nice place. Cleveland's changed a lot since then.

No kidding. Norfolk actually has more than one expressway going the same direction.
Really, the way they design their roads, it's like Virginia recruited only from the worst civil engineering schools in the country and hired only the people who finished in the bottom third of their class.

Yes. Either dark grey or black. At night parts of 271/71 are unlit, so these assholes turn their lights off and are unrecognizable.
