I wonder if there's a list of countries that aren't willing to further destroy their environment for fracking. I can't imagine it's not linked to countries that are places where people want to live for many other reasons.

Yes, he mentioned that law by name in the article. So either he meant Germans traditionally love purity of beer and beer itself, by referencing that law, or purity and beer which opens the door for a possible holocaust joke.
