They don't get fired. They get retired. As GS-12/13/14s will be reassigned. The SPS and above will be allowed to retire where they will come back as contractors and advisers.
Had a GS-13 tell me he could punch me in the face and retire in two years before the government could fire him. I told him that if he punched me, I'd toss him out the window. Let's see you retire in 35 feet which was the distance to the sidewalk below.

Not that I'm going to waste my time digging into yet another political dick wagging affair.  Were these investigations actually improper on their own?  Or is it that they didn't go after multiple tribes of the political party?

This IRS actually targeted around 500 conservative groups for what is basically extended harassment article pretty much clarifies the problem. Leaves no doubts as to the partisan politics, illegally implemented by the IRS, that tacitly assisted Obama and other liberals in the election cycles. Asparagus vs. arugula. GO!

His office has a weak counsel and HR office.  You can be gone right quick, and you'd lose your appeal.  Getting rid of someone on the basis of conduct is easy, performance is more difficult.

But the reason he was planning on leaving was over this IRS scandal that has been known of going back to 2010.  This wasn't the guy taking some other job-promotion or retiring, if it weren't for the problems going on he would have stayed on for years if not decades.  The scandal resulted in his leaving and congressional theatre accelerated the leaving.  Mission accomplished, right?

Fox trying to spin this as not sufficient when it was exactly what they wanted is nothing but sour grapes that the guy isn't being escorted out the door kicking and screaming.  Do you want to remove the problem or do you just want petty revenge?   You wanted the guy gone and he's gone, be happy.

I still think this "scandal" is overblown and I'm not subscribing to the scrutiny being inherently partisan.  Whatever the team colors, if you have a group whose ideology is promotion of tax evasion the IRS' very function is to look at these groups carefully.  Nevermind these groups are Koch Brothers astroturfing and *are* politically-motivated while applying for non-political tax exempt status.  The saddest thing here is that many of these groups who legitimately should be denied such status will now granted it as a face-saving maneuver.

Specific targeting is wrong. The information they asked for was possibly illegal. Leaking documents to propublica was highly illegal.

Here it is simply. The 501c Obama s brother filed for received an okay in a month. Some of the targeted conservative groups are still waiting after 2 years.

It was purely political to the benefit of liberal groups.
