Maybe I'm just a poor ignorant Southerner, but I've never understood the big push for women to go topless.  Having lived in Georgia for the majority of my life, I can safely say that the vast majority of men who go topless in public are the low-class redneck types (unless of course, you're engaged in an activity where a minimum of clothing is practical, like swimming, mowing the grass, etc.).  Do you ladies really want equality with them?

"No shirt, no shoes, no service" signs are still ubiquitous in the restaurants here.

When I was deployed to Guantanamo Bay, I learned there are certain traditions to be maintained, one of which is jumping into the bay as the ferry is leaving if you have friends leaving the island. So, my friend and I decide to get speedos to wear to the jumping from the pier. When I get to the end of the pier, I'm standing next to an O-6 (I was an E-5 at the time) and drop trou, stand akimbo, in all my blue-clad bulging glory. The colonel next to me looks, shakes his head and says, "Really, Sergeant?" I nodded proudly and said, "Damn right sir!" and dived right in. It was a moment he and I will never forget. For various reasons.

1. Clothing is very context sensitive. Tux at wedding = fine, at a ball game = out of place. Bikini at beach = fine, at restaurant = out of place. So while it may be LEGAL to be topless anywhere, cultural norms will/should limit it to places you'd expect it to be - beaches, laying out in parks, backyards, maybe sunning on balconies. Practically no men walk around a city with no shirt on; why would women be expected/feared to start doing so?

2. While people often dress to impress others, sometimes they dress for comfort - and don't give a fark whether anyone else cares what they look like. The beach, park, and when it's hot are times when comfort often trumps style. So the whole "I don't want to see ugly people" camp can STFU.

3. "Public" does not mean walking down the street - although that is included. "Public" means anywhere someone unexpected can see you. Your house is "public" if people in the street can see in the window. Your backyard is "public" if the neighbors can see into it - even if it's fenced. So toplessness being legal in public means women don't need to worry about being arrested for laying out on their back porch when the nosy neighbor complains to the police. Or that they can leave their curtains open and not worry about someone catching a peak from the street or other building.

Many places in the USA have pretty harsh "public decency" laws and women can go to jail for months just for baring a boob. CAN go to jail - not saying they are prosecuted, but the law says boobies are illegal and the punishment is jail time - even sex offender registration.

All those states where it isn't "Legal", I have to imagine is only because there hasn't been a court case to overrule it yet.   It would be hard for a court to make the case that anywhere a man is allowed to be topless, a woman is forbidden to, if she wants to be.   Only surprising one to me where that hasn't happened yet apparently is Florida, you'd think someone would have run that through the courts there by now.
