That isn't useful for identifying the dog based on its appearance. The point of registering the dog by its breed is to help it be returned home should it become lost. "Mutts" can look like anything, so a "mutt" checkbox is actively unhelpful, since it discourages people from listing the dominant breed.

Presumably, very few dogs in D.C. look anything like a Xoloitzcuintli, so someone who sees that breed in the database will know that the owner just hasn't updated the dog's registration yet.

So I actually have a Xolo that I adopted from the shelter I work at, great little dog who has more muscles than I do. He's 80 pounds of muscle in a 30 pound body.

Well, "mutt" doesn't even indicate an approximate size, so even if the features are wrong, I can see how a dominant breed would help narrow it down.

I also assume they would only check the database for dogs currently reported missing, not all dogs. Otherwise, that would definitely seem useless.

Well, you can guess at your mutt's breed, but you might not guess the same as the shelter workers, so I don't know how helpful this will be for people who list a breed.

Only 5% of a dog's gene's are responsible for its appearance, so you really can't tell what breeds are in a mix just by looking at the dog.

Nice looking pup. If you listed him as Sheppard dominate you would have a better chance of having him returned from a pound than if you said mix.  Makes sense to me.  This is something to benefit the dogs.  The article is manufactured outrage and intentionally obscuring the point to do so.
