Yes, Barack Obama is personally responsible for how the IRS handles paperwork, how the DoJ handles leaks, and micromanaging the security staff at every consulate on Earth.

But the Commander-in-Chief of the US military ISN'T responsible for a high-risk, secret military operation (which he helped plan) to capture or kill America's #1 enemy.

Is the White House responsible for the micro-managing of an IRS office in Cincinnati? No. The attack in Benghazi? Maybe a little bit, but not at the level of "scandal." This witch hunt has been going on for 5 years -- the "hunters" have lost all credibility in their search for something to get fired up over. Even if they stumbled onto an actual scandal, most of the country wouldn't believe them.
