As a native Zonie, I believe I speak for many when I say...stop trying to make this place look like Milwaukee. It's a desert: enjoy its stark beauty; if you have to landscape, plant a xeriscape; and get rid of the freaking ponds.

This. Why would anyone think large decorative ponds in the middle of the freaking desert is a good idea? It's like living in Maine and planting palm trees in your backyard.

Why would you make a "decorative water feature" in Phoenix? To show your development has more money than taste or common sense?
