He has made some terrible movies but at least he is trying to pay off his  tax bill. From what I've read someone really screwed him over and he owed over 7 million.

This is exactly what happened. His accountant/financial manager basically didn't pay a few million in taxes for Cage, so he told the IRS he'd do a bunch of movies quickly to pay off the tax bill.

It wasn't the script (which has yet to be written) but rather than the production announced Cage's involvement before they'd locked down his deal.
