In the UK they've actually stopped teaching it.

I'm not sure if that's specifically true, but it is true that more use ei than ie.  The so-called rule was likely just pulled out of some prescriptivist's ass, much like most of Strunk & White's rules of grammar.

/Did nobody point out to authorities that the i before e rule was weird?
