I always wondered about that. Bail is supposed to be financial motivation to ensure that they don't flee when released. Either they can be released or not. Don't pretend "Oh we'd release you but it's too bad you can't pay us $8 million." It makes the judicial system look petty and someday it's going to come back and bite you when somebody like this guy smiles, forks over the money, and walks out the door.

In my opinion, that is not the case at all. It's the structure of the first world countries that makes it possible for loonies to do what they want to do. In China and India (to pick from your example), very few people are living alone (due to big family or if you are single you share with 10 over because of cost). You gonna have problem hiding the girl or the knife. People around you can see so much about you that its very hard to hide things. Also, in that social structure, you know everyone around you, they would asks questions like where are there garbage bags on the window. That one reason alone make loonies to think twice before going forward with their plans. Now, about the crimes related to monitory gains, that's a different story, if you are living along people who does similar things, you will not have this problem. I think that is the reason, petty crimes are so high in those countries yet loony type crimes are so low.

Definitely possible. As I said, it is not the case that America has more insane. At the same time, it is also true that, the "basement" you refer to are much less readily available in China than in USA.

It seems that in the developing world, it's usually the aristocracy that does it, and gets away with it because they can.

Basically the Bathory model. Everyone knew what she was doing, but it wasn't until she killed an important victim that anyone stopped her.
