That's what they always do... have you not noticed it says "up to X".  The award money is always split among those who provide tips.  This isn't new.

3 claims, 4 people. The bulk of the payout goes to the married couple who were tied up by Dorner who then fled in their SUV. That's 1 claim for 2 people.

They got 2.4 million each from the city.  And they still have other legal avenues to travel to increase that, but that 2.4m is a guaranteed amount.  Plus they got $40,000 for a new truck.

As for TFA, splitting it between 3 parties seems a reasonable and equitable solution.  It wasn't just one person's tip that led to his apprehension/death.
