Not really sure it's even about the stick.  I used to have a "pit bull" and had a rope hanging from a tree branch for just this purpose.  She loved nothing more than to jump up, grab it in her teeth and just swing from it.

The breed of dog matters. They're made of meat, same as we are. They get cold if it's cold enough outside. They can freeze to death, same as pretty much every other animal.

Depending on the breed of dog their fur (and to a lesser degree some other vestigial features left over from their distant relatives, the wolves) will protect them to some degree. Huskies and other cold climate breeds were bred specifically for the cold, so they're pretty much good to go through the winters in most places. However, pitbulls and many other breeds have much thinner coats of fur, and aren't protected nearly as well - having been bred to live warmer places. Dogs in general resist the cold naturally better then we naked apes do, but for many short haired dogs the difference might be really, really slight.

The video says it's from Russia. There are vast swaths of Russia which get - and let me use the proper scientific term here - "HOLYCRAPFARKSHIATBALLS" cold in the winter. If that video was filmed in Russia it's absolutely conceivable that it would be cold enough out that you just might want to put a sweater on the happy little upside-down dog-o-copter.

My friend has a pitbull and her fur is WAY thinner and of less use as insulation than my lab/shepherd mix's much thicker fur. We live in Washington DC, which has pretty mild winters most years. Her pup needs a sweater when it's cold out or he'll be shivering fairly quick, while my pup does just fine how he is. On the flip side, our summers are pretty oppressive, and my dog suffers terribly in the heat and hers has an easier time of it. Being jet black doesn't help my poor boy either... even in the winter after he's been outside a few minutes the surface of his fur stays warm to the touch from the sun.
