The right companies in a few Congressional districts write checks, cash checks, and then write more checks. The circle of bribery continues.

No Republican cares if the Navy gets ships that cannot survive being hit by a single missile.

I could rescue this project.  They must have incompetent people there.  I mean a PMP with 100,000 contact hours would be great, but anyone who's read a PMP book should be able to fix this travesty.

Sounds like another A-12 program. The contractor comes up with a concept and then the Navy jumps in with a bunch of changes that drive up costs and makes the concept unworkable. If I recall correctly, Boeing got a lot of money for fulfilling the A-12 contract long after the program got cancelled.

I'm not sure I understand the objection based on the 96 hour changeover.

"We need to be able to change system modules in less than 96 hours!"

"Okay, done."

"But it takes us weeks to get the modules to the site!  This is no good!"

. . . and this is somehow the fault of the ship designers??

Even in its surface warfare role, when all armaments are working as intended, the vessel "is only capable of neutralizing" small, fast-attack boats and it "remains vulnerable to ships" with anti-ship cruise missiles that can travel more than five miles (8 kilometers), according to the Perez report.
The Littoral Combat Ship is "ill-suited for combat operations against anything but" small, fast boats not armed with anti-ship missiles, the Perez report found.

What the deuce.

No, TFA points out that the USN wanted a ship that could replace frigates, minesweepers and patrol craft and be capable of antisurface, antimine or antisub operations. They ended up with a ship that can't deal with anything that has weapons with more than 5 miles' range, cannot defend itself against anything but small patrol boats, is so vulnerable a single hit mission kills them, and it takes so long to switch weapon modules that this capability is absolutely useless. Plus, not only is it not affordable (one reason why the USN set the class' survivability at the lowest rating was to reduce cost), it is now costing double what the original cost per ship was estimated to be.

This ship was derided a long time ago back in the USNI's Proceedings magazine as being unable to fulfill its missions or defend itself. Seems like their predictions have come true.

More like Fallout.

The important part is to understand that the first release will be full of fatal bugs that make it impossible to finish the war without restarting at least a few times, but over a period of years, they'll get it hammered into something acceptable to users.

Austal Ltd is an Australian company. So we are borrowing money from China to give to Australians to make flawed vessels that will likely be used to fight other nation's wars.

The problems with the LCS are not, inherently, those of administration.

The problems are that the various contractors (think the large ones, like Raytheon, etc) have managed to boondoggle their way into building crap ships that just barely meet the mission requirement, but don't have the interoperability with the rest of the fleet.

On top of that, the stated mission of the LCS has changed, at least twice, during the development process.

Could they be saved?  Probably not.  Too many Senators are in the pockets of those defense contractors, and have no interest in actually fixing the problems with the system, so actually valid / good systems and ships can be deployed.

Between LCS and DDX 1000, the Navy's had a couple of black eyes on ship building...  Weapon systems, LaWS is working, and could be deployed on LCS, which would make it somewhat more useful.  But don't expect it to happen anytime soon.

And THIS unfortunately is how the military buys stuff. Because it looks cool.

I remember seeing a PBS show on the competition to build the next generation fighter. One reason the Lockheed model F-35 was selected was because it looked cooler, and one of the decision makers said that airplanes that look cooler tend to perform better.

It was a head-slapping moment.

$37 billion for ships the Navy has no use for, but no money for air traffic controllers.

This is why we are in sequester.  This is why our government has such a huge debt.  This is why big government fails.
