Up until that point, the federal government couldn't ban things, but the states sure as hell could. The founders didn't come up with all of these obscure scenarios because they didn't have to - the assumption was that the states would make changes to their own laws to go with the times. When the incorporation doctrine was adopted, it essentially made the vague, unclear language of the constitution apply to state law as well, and now we're in the strange, farked up place we are today, where in Texas you can carry an assault rifle over your shoulder when you stroll up and down main street and in Chicago you can be put in prison for having a legally purchased handgun in your trunk as you're driving through the city.
