You're thinking of Draft Day, which was shifted from Buffalo to Cleveland.

Major League 2 was filmed at Camden Yards, so they had a group of Orioles fans sit in the stands to make a crowd for a few shots.  My parents took me there during one of the filming days and we sat in the stands while they filmed the scenes.  When the movie finally came out, we couldn't tell if we actually made the cut or not since it looked like they photoshopped in the crowd from a different stadium.

Could they seriously not find 10,000 people willing to do it for $50? That seems like a crazy amount to have to pay extras in Buffalo. Most people in Western NY would be happy for a hot meal and something interesting to do.

Yeah, but NFL stadiums tend not to be built in those areas. I live in WNY, so I can make fun of it.
