I loathe the Redskins, and I think it would be great for a sports team to honor the Tuskegee Airmen, but seeing as how there is virtually no geographic/cultural relationship between the two, it seems like an odd name for a team in the greater Washington, DC area.

Municipalities don't own a trademark on their names.  The District has no way to stop the team from using the name if they're not incorporated in the District, don't do business in the District, and have no contracts with the District.  There are, of course, big "ifs".

One of the new microbreweries here is Chocolate City, and the folks in Wards 5-8 have been calling it Chocolate City since Duke Ellington lived here. I think DC does kind of own the name.
