A lot of people who lived under Soviet rule, especially far away from Moscow, have/had that attitude. There was no possible way the government could enforce all the societal rules and regulations that it decreed, in every corner of that vast country, so people became accustomed to blowing off the rules and getting away with it.

CNN has previously reported that the FBI has said that it conducted an investigation -- including an interview with Tamerlan Tsarnaev after Russia expressed concerns in 2011.

The FBI said at the time if found nothing to justify pursuing the matter further and that Russia did not respond to US requests for additional information.


2011 is when the administration purged all of the FBI training material on Jihad.  So is it any wonder that when the FBI learned that Tamerlan is Jihadi, they didn't think it was worth pursuing?  They're now taught to believe that Jihad is a legitimate tenet of Islam, and that an Islamic religious extremist is just someone who is extremely religious.  And someone who is extremely religious in the Religion of Peace would be considered extremely peaceful.

Oh bullshiat.  Muslims are killing people in the name of their religion all over the farking world.  The rest of the world has been suggesting/asking/begging them to stop for thousands of years.  Everybody else has cut that shiat out.  For almost 70 years, whenever a non-muslim commits an act of terrorism, every one else in that person's OWN religion denounces it and takes measures to prevent it from happening further.  The United States and Britain (alone) lost one million people trying to stamp out violence and massacres in the name of Christianity during WWII.  No Christian supports that actions of McVeigh or Rudolph (that happened 15-20 years ago, but that's how infrequently attacks in the name of Christianity occur, so we have to reach back forever to get examples).  Those jerkoffs in the Westboro Baptist Church?  They have a 0% approval rating in the Christian community.  Can the same be said of the popularity of these two a-hole brothers (or the 9/11 terrorists) in the Muslim community?  Of course not.
