And as it turns out, that means it is selectively wrong, and it's extremely wrong when a rule or regulation happens to arise appropriately but it costs you extra time and extra money to meet those rules or regulations.

I wouldn't be the least bit surprised to learn it's true, but I haven't been keeping up on the aftermath of this event. So I have to ask --  has there been any demonstrated link between the lax regulatory climate and this explosion?

I'm not that well informed about this particular incident, but my wild guess is that local fire (and possibly electrical) inspectors should have been the ones to flag any code violations and, if necessary, pulled the building's occupancy permits until things are corrected. Of course for that to work you have to *have* things like occupancy permits, adequately funded inspectors, local regulatory bodies mandating adherence to standards like NFPA's, avoidance of "grandfathering", etc.

perhaps it may need citation--but without having any evidence--I can peer around the destruction site and tell you one thing as good as an expert: there is zero zoning regulations in Texas. To have those building even allowed that close to a fertilizer plant was farking dumb. And not even necessarily for explosive potential--just exposure to the chemicals involved.

Yeah, looking at West on google maps, my first question was "who builds a fertilizer plant next to a nursing home, a school and numerous residential houses?  WHO ZONED THIS CRAP?"

I agree, relying on these fertilizer plants to self-report to these agencies was incredibly stupid. The honor system that the libertarians keep harping about when it comes to free trade turns out to be bullshiat after all.

Nice try but not even close to all that were to be notified. How about adding McLennan County zoning, West Texas fire Marshall, The Local Emergency Planning Committee, and I am sure there are others. Also the fact that some news stories indicate the plant filed false or incomplete reports with some of the agencies and the agencies have been in many case prohibited from filing actions against some places for what legislators claim are mere paper work errors.

That's completely untrue.  There are plenty of zoning regulations in Texas.  They're just not mandated by the state, and only in limited circumstances by the counties.  Cities frequently impose zoning regulations.  I'm struggling to find any states that make zoning regulations.  All of those I have checked leave it to counties or cities.
