I've driven that stretch many times.

This is the equivilent of the fallen over chair from the Eastcoast earthquakes.

Get back to me when you've seen real civil engineering fails.

It is pretty stupid, but it is not like anyone actually travels that slow in that stretch of road.

Hmm, this could have much further reaching implications as speed camera tickets here in MD work the same way, fine but no points.  If that's ruled bad by the federal courts it could change things.

Yeah, those St. Paul neighborhoods pull a lot of weight. We saw the same arguments a few years ago when they re-opened Ayd Mill Road. The locals protested for a few months then all the fuss quietly went away.

45mph is just farking ridiculous for an interstate, not like I've ever actually seen someone go below 45mph on this stretch, but I never understood the logic behind it.

I drive this stretch of road every day, and most people are driving 50-55, so your normal 5-10 mph over the speed limit.  The logic was that a lot of the people in the neighborhood didn't want the freeway to be built at all, and the reduced speed was the only way the thing could be built without pissing off the locals.

That's usually why they build freeways through either farmer's fields or poor black neighborhoods - most people don't care what's getting bulldozed to make way for the freeway  Piss off them blue-collar white ethnics who live in the west 7th neighborhood though, you might have a fight on your hands.

That said, given that the speed limit is entirely based on NIMBYism and a sympathetic judge, rather than engineering reasons, this is just going to be a bonanza for cops. Tickets with no points for less than 10 over? Removes every incentive to give anyone a break.

It's a geography issue.  It goes through an influential neighborhood that insisted it be treated as a parkway.  So when it was built, they did a lot of landscaping and put the speed limit at 45 mph, even though it's limited access.  The people that live north and south of that section and actually have to drive on it want it treated as an interstate.  The issue comes before the state legislature every year with no change.

Usually the police patrol it only when the downtown folks complain enough.  Everywhere else in the Twin Cities interstates have a 60 mph limit.

Having driven it a handful of times I think it was engineered to make higher speeds unattractive.  The road just seems to have curves and elevation changes that are not necessary.  I live downtown and bail on to Shepard and probably get home faster than if I were to stay on 35.

People not from the area probably don't understand that I-35 cuts through some very high-rent areas of Saint Paul, or near to them.  South of the downtown it goes through Lilydale (tiny and uber-expensive) and in the city proper it runs near Grand Ave, which is also very high rent.  So when these people complain they get listened to...since they are donors to the local politicians many times over.

The roadway was finished in the last decade, and immediately the three intersections became the region's deadliest with a tremendous amount of crashes.   Several pedestrians have been killed trying to cross here as well.   Pretty much everyone now wants it turned into a full freeway, but because of the court order from 30 years ago the original neighborhood groups will have to file a new lawsuit to make that happen.

Last year US-71 became I-49, but I-49 can't be connected to downtown because of this parkway portion.

No, I said it's NOT a waste of money because the court was established with the intent of doing exactly what it is doing.  It's probably also worth noting that the majority, if not all, traffic courts operate as a revenue center, not a cost center.

US 71 used to run right down Prospect Ave IIRC, it wasn't anywhere you wanted to be most times of the day, at least I got that impression the few times I drove it before they rerouted the highway. I agree, the lights have got to be the dumbest thing I've seen there.

Here in Minnesota, the Chief State Highway Robber Designer said something like "We designed the lane closures and reductions on the freeways to discourage low occupancy auto use and encourage carpooling for the HOV lanes that you can pay extra to use as a solo driver, Wink." This is what you are dealing with.
Will that do it? Seems like a lot of fail.

BTW at Matt's it's a Jucy Lucy, not a Juicy Lucy.  Yum.  People who have never had one think they sound gross but they're fantastic!

True, but the point was that he said "dey're headed down sout" when the section of I-35E they are talking about is directly East of Matt's.  Going south on 35E through that section makes sense if you are going to the 5-8 club from Downtown St. Paul.  Whereas if you would need to go south to get to Matt's it would not makes sense to travel that section of 35E.

We need a damn constitutional amendment that requires ALL speed limits to be no lower than the 85th percentile speed, with jail time for anyone posting a lower speed limit.

And if no traffic study has been done, the road should have NO speed limit.
