"Don't move, I'm going to do it, I'm going to do it."

It's probably been a while since someone has gone over how threatening someone works.
First, you find something you can do that the other person does not want to happen, in this case, setting a car on fire in a gas station.
Second, you say you will (or threaten to) do this if they don't obey a command, like "don't move."
The second part is the key here.  If you let it be known that you will set the car on fire even if he moves, he will have an unmitigated motivation to move.
Now, let's assume she didn't want the emergency valve cut.  She could have said "Run from the store, or I will set this on fire."  Then, when he was far enough from the emergency valve, she could have set the fire and blown everything up.
So there we are.
