It used to be that the engineer would have to live under the bridge with his family for a time. Way back in the code of Hammurabi, he put in a bit about the builder being liable to the same extent as the damages caused. It was about getting builders to have "skin in the game".

Building codes are simply an middle point between skin being in and out of the game.

From another report I read about this, one of the tenants of the building had this to say,

"There were some crack at the second floor, but my factory was on the fifth floor," said Muhammad Anisur Rahman. "The owner of the building told our floor manager that it is not a problem and so you can open the factory."
