Make it an official event and raise money to pay for clean-up/policing. $10,000 isn't too bad for a group of 10,000-15,000 people (of course $0 would be better).

Meh, the fact that 15,000 people could gather and not have the police called out once is a pretty good sign. Your average drunk can cause more damage than that on a Friday night.

No, we're talking about out-of-town miscreants who come into SF to cause problems. Hopefully this event will be forced to get a permit (and pay the security and clean up costs) or be shut down next year.

They live for protests, and celebrations.
The overtime, damage repair, and cleanup for city workers is epic.
the infrastructure is horrible
but the bums can party like it's 1906

I was there last year, the cops were staying to the outside edges of the park and left pretty much everyone alone.  If they aren't going to write you up for public consumption (and they won't on hippy hill, never have) then they certainly aren't going to bother with littering.

I think the cops are just happy they can just watch to make sure there is no violence, the clean up cost is small compared to rolling out the riot control, which is something that would be likely to be required if you sent cops onto hippy hill on 4/20.

Well I can understand the cost/benefit of either standing down and let hippies make a mess of things the rest of us have to pay for to clean up, or we could issue citations intended to discourage the behavior and pay for the cleanup so the taxpayers don't have to.

It's almost as if civilized people have the expectation of others in the society take responsibility for their actions.

Oh. I forgot. They're stoner hippies who get to do whatever they want at no consequence.
