His point is that it shouldn't be.  In a sane pragmatic society our elected representatives would, you know, represent us.  It's going to take more than this, though, for us to remember that one of the things that makes our society work is the ability to effect bloodless change from the ground up.  Top down change (as all the Facebook meme posters continually forget) is simply not going to happen.  They believe that by re-electing them we've given them our blessing to continue down the path.

/Still think the way to solve it is to make every elected official's salary the median of their constituency...

Ultimately, this isn't an issue for getting butthurt or "THIS IS AN OUTRAGE"d over - this is an issue for pointing and laughing.  I'm unlikely to ever be elected to public office (largely because I'm just not personable enough), but my response as the D legislator in question would be:

"I was disappointed, of course, when H.whatever went down to defeat, but such is the life of a legislator, particularly in the minority party.  Imagine my surprise, then, when I was informed that the exact same bill, word for word, would submitted by one of my esteemed colleagues on the other side of the aisle.  Now this is legislation, where at the end of the day the only thing that matters is what is passed and what is not, so I will be quite pleased to vote for the Honorable Mr. Stamas' bill, and I will say no more on the matter - save that I am gratified that my colleague liked my idea so much that he chose to make it his own."

That, and they ignore the fact that two individuals offering the same bills to different legislative bodies is different than the majority of a legislative body killing one bill, and then reintroducing the exact same bill, word for word.

Works created by the United States government is expressly excluded from copyright protection, aand a big part of the reason is to assure that statutes remain in the public domain . I would argue that a work which is intended to become a statute one day would have to fall under the same rule.

Protip:

State legislators often file many versions of the same thing for parliamentary reasons.  Mainly so they have a clean backup in case one of the other ones gets loaded down with unwanted amendments.  Not saying that's what happened here, but just to point out that sometimes there's more going on than meets the eye.

Like I said before, it isn't about effective governing or what's in the best interests of the constituents.  With today's Republicans it is about "sticking it to the libs".  Anything else is secondary.
