Say what else you will about the man, dumb he ain't. And there's no reason to think his sister would be any different.

Also, this case isn't indicative of the justice system being broken. It's just indicative of the inadequacy of ANY human system to handle the extreme outliers. You can make most of the people behave most of the time, but there will always be cases like this.

My 80 year old father rented to a woman who immediately stopped paying rent and did everything she could to get out of it.  Once I started the eviction process, she began threatening my father who was wheelchair bound and even sent her ex-con son to my front door.  He had just been released from prison for armed robbery.  I looked into her record and found out she had been arrested 62 times at that time.  Her crimes ranged from armed robbery, burglary, credit card theft, identity theft, theft of livestock (dogs), child abuse, theft over $500, automobile theft, etc, etc, etc.  She told the neighbor she began teaching her son to steal at age 5.  At age 17 the two of them committed armed robbery and while they were both arrested, he took the blame because he would get less jail time.  He did 4 years in prison before being released.  I discovered they both have two names, one name they use when arrested and the other they use for normal business like applying for social services, etc.

She stopped paying her rent (she paid one month's rent) and gave my father nothing but excuses, after about three months she bragged (laughing) to the neighbor that she was going to get a year of free rent from him.  HE WAS ONLY CHARGING HER $300 per month for a completely renovated apartment in the center of town.  The place had been stripped to the wall studs and completely rebuilt.

She is a lifelong criminal who stole from everyone in sight including family members.  But the criminal justice system lets her victimize anyone she chooses.   Since she was evicted she's been arrested two more times for a total of 64 arrests.  She's been arrested for credit card theft again and shoplifting.

She needs to be put away and kept there.

The woman in tfa is broken and a system of taxed social workers and zealous prosecutors isn't going to help a goddamn bit. Jail doesn't help any of these people, it just makes them feel angrier.

Actually it is. That's why it can go on. This woman just found a way to h4xx0r the courts and cops. She's got legal IDDQD going, which is the primary problem with justice systems.

If you don't have the legal protections she's exploiting on the books, you get worse abuses than one crazy woman on the streets. Look at Saudi Arabia. Their barbaric tit for tat sentences are much closer to true justice.

If we had all the time and money in the world, I'd love to spend it with you trying to "fix" people. But back in reality, there comes a point that we have to declare that ultimately, you are responsible for who you are and what you do.

I believe that society has a duty to help those who try to and want to help themselves. I believe equally that it has a responsibility to isolate or expel people (Like in OP's post or TFA) that will never, ever do anything worth while, contribute anything of value, or make anyone happier for having known them. Some may have an undiagnosed mental illness and can be helped. Some... well, people are just broken and you can't fix them.

not really even, averaging 11 arrests per year would be trivial for someone so farked in the head to not respond at all to consequences and who is unable to support herself through honest work.

she is no master criminal, just a crazy person with no regard for the law.

I do think she needs to be in a locked facility, but I am absolutely sickened by the way our society views the seriously mentally ill. Jail or the streets should never be an acceptable substitute for medical treatment, but sadly, this has become the norm.

Came here to say pretty much the same thing. In the top one percent means there are some (many?) others like her. With one little arrest in my life for all the shiat I've gotten into I can imagine it takes some real dedication to get to 396.

Oh for farks sake you know that isn't what you were supposed to get out of that. The system IS farking broken because instead of people getting mental health treatment they get sent to jails and prisons repeatedly,get help while they are there and then once they finish their sentence it's right the fark back out on the street without continuing treatment to continue the cycle again and again.

Or, you know, have professionals do the job they are trained to do, and the cost of doing so will be offset through saved jail, court and police costs, as well as a safer and more productive citizenry.

One is April of this year. Good for him.  What took him so long?  Reagan is dead.  He's been dead for a while.  So have a lot of his policies.  No party has bothered to change his mental health views.   The other is insurance reform.  My insurance carries Mental Health treatment.  I pay for my insurance.

If we take all the prisons and release everyone who is:
1: only there for a drug offense
2: or only there for a property offense
3: and there are no violent offenses  in their past,

That opens hundreds of thousands of locked beds at state, local, and federal levels.   Convert some facilities to secure mental health units, and spend what it takes to make them civilized, humane lockdowns for the crazy folk who simply cannot deal with caring for themselves, or who persistently victimize others.
