I have mixed feelings if I were a passenger knowing that my bus driver is allowing a alleged violent criminal ride around on the bus with me and not notifying authorities immediately

I thought some buses were equipped with a hijack button.

Right. Get on the horn with the perp sitting right behind him? Trust the dispatcher to remain calm and quite like the driver? Precipitate a possible hostage situation? The driver did an outstanding job and you should stop sucking your thumb.

Sometime you just have to stop the buck.

Think about the guy who has to go around collecting shopping carts. He's an example of how people are jerks. You're going into the grocery store, you know you are going to need a cart. You walk past all these shopping carts to get one inside the store. There's few good excuses to pass those carts.

It's somewhere between diffusion of responsibility and the tragedy of the commons.

Snitch-shaming happens when dealers have status in the neighborhood, or when the police are viewed as corrupt and adversarial. A junkie psychopath isn't going to missed by anyone.
