1) This has nothing to do with the Theory of Evolution.
2) The universe is predicted to be approximately 13.73 billion years old, so how is a galaxy 13 billion light-years away older than the universe?

Huh, I didnt realize she had kids faster then normal.  More then normal, sure, but I didn't know she was shooting them out every 6 months or something.

Not the biological Theory,  but scientists in different fields sometimes use the term in different ways.
In this case evolution refers to the standard observations of how most stars form.

2) The universe is predicted to be approximately 13.73 billion years old, so how is a galaxy 13 billion light-years away older than the universe?

They don't mean the galaxy is older than the whole universe;  they mean (according to standard measurements)  it developed into a galaxy much sooner than should be expected given the current
age of the rest of the universe as we observe it.
