I would guess that it's more of a map of the areas which particular Federal Reserve branches serve. There are a San Francisco and a Seattle office in District 12, which could explain the separation.I still find it funny that Mormonland is its own district - that section is pretty much the parts of the country controlled by Mormons.
neuroflare: I'd say that solid border around AZ, CA, and NV is probably accurate. God knows the people the the western two states go east on vacation, not west, and the only reason to go west from CA is gambling in NV or the Grand Canyon.

A preposition is a perfectly fine part of speech to end a sentence with. The headline accomplished its goal of "conveying an idea to the reader". You all got it.As for the article's content, yeah, it's just a federal reserve district map.
