Could be.  Looks very similar, but just how common is that brand of backpack?  It just shows the man carrying one, not putting it down, not dropping it into a trash can.

They've found potential, nothing more.

This type of work is very manpower intensive you have dozens or hundreds people sitting in rooms looking at pictures and videos for 40 hours a week. I'm sure the FBI's video forensic team would realize it eventurally but having a few thousand people go over the pictures/videos will likely find things they would miss or take longer to identify.

There's a lot of photos and video.  Probably more than 1000 people could go through in 48 hours.  However, you would think that they would have some sort of software to match the patterns in the backpack to the same pattern in the photos.

Doesn't mean that they aren't searching for this guy and just not telling anyone.

Looks like a Swiss Army backpack, I used to carry one myself. I see 20 to 30 of those everytime I go through an airport, which is twice a week (IT consultant).
