Wait.  The Cubs have started a scouting program?

I mean, i believe you that in the formal sense, the Cubs participate in the draft.  They have a guy in a chair and he gets to pick names once in a while.   For example, here are all the names he picked in the first round over the last ten years:

2003: Ryan Harvey
2004: Traded away all their picks.
2005: Mark Pawelek
2006: Tyler Colvin
2007: Josh Donaldson and Josh Vitters
2008: Ryan Flaherty and Andrew Cashner
2009: Brett Jackson
2010: Hayden Simpson
2011: Javier Baez
2012: Paul Blackburn, Pierce Johnson, Albert Almora

All of these guys are or were baseball players, so the Cubs obeyed the rules.  They didn't try to draft Justin Bieber, or a smartphone, or a vague sense of hope.  So that's progress.  I'm encouraged that their next step will be expanding their strategy to focus on players who are good at baseball.  2019 NL Central Champs, here we come!
