They dont need us to give them nukes.  If they, much like Japan, wanted nukes.....they would have farking nukes.  They would have farking awesome nukes, they would have a lot of nukes, and they would be produced cheaply and would be as good as our nukes.  They would be able to produce these nukes in weeks, not years. They, like Japan, could produce enough nukes to wipe out China within a year, assuring peace and prosperity for the entire region through lovely MaD faster than China could blink.
