Yeah, but I didn't know WHICH character set they allowed for tweets, though it appears that it does use kanji, katakana and english characters... my point was still... if it is 140 characters, how hard is that.

As in full-on deploy? During the Civil Rights movement armed National Guard troops patrolled through the streets to prevent violence. We could also talk about the Vietnam protests where National guard troops regularly were on the scene during protests.

For reals...1962 I think.  Certainly in 1945.  Remember too that we had ABM batteries on the outskirts of major cities for many years.
