I have a great, personal example of government waste.  My g/f works in a government building in DC.  The government cannot control the heat/ air conditioning for the building, a property owner or a company they have hired controls that.  The building is heated by a boiler or something.  Not sure how that works.  Anyways, the forecasted high today is 90 degrees in DC and the HEAT IS STILL ON.  Not only is the company that controls the climate refusing to turn the A/C on the building, they won't even turn the heat off.  And the government and its employees that work in the building have no recourse.  So people have to work in this miserable working environment.  So the agency housed in the building is giving its employees early dismissal.

It is 2013, people.  How does this still happen?   This is why competent people don't work for the government.  They don't want to put up with these shenanigans.  And this what you get when the government is run by incompetent people - the heat on in the building on a 90-degreee day.

This happens in office environments outside of the big evil government, too, you know. In fact, I've never worked in an office where we directly controlled the heat/AC. Always had to get building management involved and it was always too hot or too cold.

If only I had known I could just blame Obama, though...

First off, it wasn't a private concert. Second, these things are booked years in advanced and can't be canceled quickly without costing you more money. Tours can be turned on and off at will with no additional costs.

You know, it makes it cheaper for the business, whichever business that may be, that in multi-story office buildings, everybody cannot jack their own personal thermostat up and down.  It makes the company or organization more efficient by not getting killed by high electric bills by ensuring a consistent use of resources at optimum times.  Seasons do not always follow the calendar, but you knew that.

Being a pro business guy I would expect you to understand that.

Being a boot-strapping "rugged individual", you should tell your g/f to deal with it, and toughen up.

Many older boiler systems were designed to be turned on in the fall and turned off in the spring. They were not designed for anything approaching specific control. Replacing boiler systems is quite expensive. Your girlfriend (by the way, how does a Canadian get a job with the Federal Government?) is either working in a privately owned building which the government is able to rent cheaply because of the antiquated systems, or is working in a government owned building where the money has not been available to modernize the systems.

Either way, the problem you have identified is not due to government waste, but to government austerity.

I'm confused. Are you being intentionally ironic here? The building is owned by a private entity, who contracts the HVAC operation to another private company. Yet, the inefficient management of the Heating and AC is due to *government* waste/inefficiency? That doesn't even pass basic logical muster.

1. Government leases the building because they think it's cheaper -> building owner contracts the HVAC operation because he thinks it's cheaper -> HVAC doesn't do anything because it is cheaper. That's the free market in action.

Anyway, it takes a great deal of effort to lay a boiler up for the season, and once you do, it takes a great deal of effort to get it running again. So the thought process behind it is you keep it on until you know you won't need it. The cooling is more than likely not A/C in the sense that most people are used to (i.e. like in your car) but done through a chiller. This is effectively a large swamp cooler. This also takes a good deal of effort to turn on, and since it cools by using outside air, if the temp drops below freezing you run the risk of destroying your coils.

Obama didn't build that.

Actually, I have been through the process of researching cost on a retrofit. We even went so far as to get city chill water tapped into the building for cooling (It was free since they were working on it right outside and we are a pseudo-city entity). Problem being there was no place to put the ductwork so it was scrapped. And yeah, running a boiler to heat a building is massively expensive.

My guess is the bulding themostat controllers have the same rule as we did when I lived on base.  Every spring in South Carolina it would get miserably hot but the heat would still be on, The managers of the buidlings claimed it had to be at least X temperature for Y many of days in order for them to turn on the AC. Same occured in the fall with the heat.
