Yeah, this. Japan has already had it's own missile defense systems for quite a while.

The article makes it sound like there are missile batteries just sitting in the streets in the middle of Tokyo residential neighborhoods. Asaka and Narashino both have regular military bases (Japanese), and Ichigaya is where the Defense Ministry (also technically a military base) is located.
