While the point is well taken, Obama's birth certificate couldn't be subject to an FOIA request, as it isn't a public, government document. No one has constitutionally protected right to see it.

What we'll really start seeing a lot of are FIOA trolls who request mountains and mountains of random documents, then sue as soon as they find a page missing.

Generally, no. Curiosity is enough. Under my state's rules agencies are not supposed to ask for the reason behind the request. I don't know if there is a federal equivalent to that policy.

Indiana has started putting lots of documents online just to cut out crap with FOIA.

"You need to tell me this"
"Check the website"
"I couldn't find it there"
"Look harder"

Part of that glorious balanced budget thing. Bandwidth and server space is way cheaper than paying clerks.
